Hong Kong, the last night of British rulership. Detective Inspector Lee, close friend to Consul Han Solon, manages to prevent precious pieces of China's history being smuggled out of the country. Two years later - Consul Han is living in Los Angeles with his family - Crime Lord Juntao takes revenge on him by abducting his young daughter Soo Yung. Han does not trust the FBI to do a good job and has Lee flown in from Hong Kong to assist them. But the FBI officials do not want any help from outside and officially request help from LAPD, who are glad to get rid of Detective James Carter for a while, a big-mouthed work-alone cop who just can't be cool enough. His assignment is to keep Lee as far away from trouble as possible. But Carter and Lee don't like being put aside in that way and start working the case on their own.
成龍飾演的香港幹探李督察，在一次軍火走私案中，認識了駐美國當地的韓姓中國政要，兩人互相欣賞，成為莫逆之交。一日，韓政要的女兒在洛杉磯街頭突然遭人綁架，韓立刻促請美國警方全力緝拿綁匪，但為免綁匪隨時撕票，韓又致電身在香港的李，要求李到洛杉磯進行救援。為了打好中美關係，為了挽回當地警方面子，美國FBI派出棘手的警員卡達協助李；一方面監視李的一舉一動，另一方面要卡達盡量阻止香港警方先一步破案。可惜，FBI卻低估了李，卡達發現李既身手不凡，又以自己一套智慧執法。卡達與李這兩位來自不同國家、不同文化的探員，在破案期間，更搞出連串笑話。 |
